This study aims to examine the influence of institutional financial capacity and learning methods on lecturer competence, with work motivation as an intervening variable. The approach used is the Systematic Literature Review (SLR) based on the PRISMA protocol, which involves the analysis of 35 national and international scientific articles published between 2013 and 2024. The data selection and synthesis process is carried out through the stages of identification, screening, full content assessment, and extraction of key information relevant to the research variables. The results of the study indicate that institutional financial capacity and learning methods are consistently positively correlated with increasing lecturer competence. Work motivation is proven to be a mediating variable that strengthens the influence of both variables on competence. Lecturers who have high motivation are better able to optimize institutional financial support and learning methodological approaches in improving their professional capacity. This study makes an important contribution to the field of higher education management by offering an integrative conceptual model based on structure, pedagogy, and work psychology. These findings are expected to be the basis for developing policies to improve lecturer quality and design a more contextual and sustainable academic career development system.
